All business entities, including those financed from State Treasury are forced to buy several products and services. Are they are really consistent with art of business?

Research on purchase process and contracts management being executed by external entrepreneur (taking into consideration employees’ competence, internal inspection’ effectiveness and its adaptation to risk level and commercial advantages) shows that almost 80 % of Polish companies leads such activity inefficiently and with almost no benefits.

Almost all of Polish companies, including banks and other financial services market entities, like Social Insurance Institution, Ministries, City Councils and Gmina Offices, do not have Quick Wins standards formulated. Most common mistakes within the buying decision process:

• lack of precisely defined supplier selection criterion and paperwork 
• lack of risk analysis of purchasing efficiency or in case of irresponsible supplier
• lack of established and implemented methods of conducting and documenting of actual analysis
• absence of records in a contract defining internal control system of a supplier and course of service performed for company
• absence of records in a contract about emergency solution, guarranties, rules of quality control of products and services, lack of appropriate attachments, protocols and entries about purchase discounts, etc.
• absence of standard patterns of business agreements, that in a clear way describe all issues
• no possibility to examine supplier’s work, documents are unavailable for inspection
• no records in a contract related to data management after ended cooperation, return by delivery acceptance certificate

Foregoing incorrectness lead to incompetent administration of signed contracts. 
Adverse effects are: wrongly negotiated conditions of a contract, unprofitable contract, expensive purchases and almost no choice to enforce a contract.
